Consider the tools using Babel:

  1. Does Jest need babel configs to belong in each individual package?
  2. Does Storybook need its own babel config? Also be aware of Support for .babelrc.js storybookjs/storybook#2582.
  3. Does the build script ignore each package's babel config?
