Steps to reproduce the issue

  1. Create a new post in the block editor.
  2. Add a Map block.
  3. Move focus to a different block.
  4. Note that the "Add a location" popup is still visible.
  5. Scroll the page, there are some additional visual bugs where the popup overlaps parts of the UI it shouldn't.

What I expected

For the "Add a location" popup to be hidden when the map block isn't selected.

What happened instead

It hung around, and had some weird visual bugs, too.
