Admin Page: Fix bar graph appearing over full-screen dialog

While testing @gravityrail 's PR, #8697, I noticed that the bar graph on the Jetpack Admin page was appearing over the full-screen dialog, instead of under it.

I don't know, I don't think I scrolled down enough to see it.
