Remove the word "fascinating" from the TOS line across our Jetpack Connection splash screens (Jetpack Dashboard AND Plugin Directory views) and banners (present in the wp-admin Dashboard), clarify agreement terms and add a period to the end of the sentence.

We've begun to do this in places (8973 and 9138), but not consistently.
