Media: Add Manual Refresh Feature

A typical flow for me when blogging is to use the android app on my phone to add images to my media library and place said images into a post. I prefer writing on my computer using the full editor experience.

A common problem I find with this flow is if I upload an image to my library while editing a post, and I have already used the media modal once, my newly uploaded images don't always show unless I do a hard refresh on the page.

Flow

• Create a new draft in calypso
• Add an image from the media modal
• Upload an image from a core app
• Open the media modal again, notice the freshly uploaded image is not present

Enhancment Idea
It would be nice if we could add a refresh button, or possibly an "pull to refresh" feature to the media modal that would trigger a fetch of the latest assets from the library.
