Description

On a Free / Starter (Personal) plan, when previewing a theme, and then we apply some global styles, we show the stacked banners:

Unify both banners according to @matt-west's design on pekYwv-3uK-p2:

Due to bandwidth and shift in priorities, we've implemented an interim solution, which is reducing the height of the Global Styles banner:

Moving this back to Backlog for now!
