A user reported that when using the Site Editor and trying to scroll when the Add Block separator is hovered, it doesn't work.

Steps to reproduce

  1. Go to the site editor on any page.
  2. Over between added blocks until this appears:

  3. Try to scroll.

What you expected to happen

The page should scroll.

What actually happened

The page doesn't scroll.

User-tested in Opera and Mozilla using Windows 11 and the issue happened.

Tested using Google Chrome using macOS Sequoia and I was able to replicate it.
Also tested it on both simple and atomic websites, and it has the same behavior.

This is issue in WordPress core and Gutenberg.
Related upstream issue: WordPress/gutenberg#63260

It doesn't not block user experience, user can move the cursor out the block inserter, and will be able to scroll the page.
Hence updating the priority from High to Low
