Memory leak in Switch class (11.0.*)

Describe the bug

When adding MenuItem-s into Menu and then removing them, Menu keep holding reference to removed MenuItem-s.

To Reproduce

            var w = new Window1(); // Custom window with Menu.

            var mi = new MenuItem { Header = "FooBar" };
            mi.Click += (_, _) => w.MainMenu.Items.Remove(mi);

            w.MainMenu.Items.Add(mi);

Good day. Earlier I fixed bug with memory leak in Switch class.
Here's RP with fix in version 11.1.*:

This PR marked as backport-candidate-11.0.x, but bug still persists in version 11.0.3. This causes memory leaks in our program. Is there any plans to fix it in version 11.0.*?

The mentioned fix has been released with version 11.1.3.

At this point, 11.0.x is unlikely to receive further updates.
We usually maintain two branches at once: master is 11.3, and fixes are back ported to 11.2.

Is there anything blocking you from updating to the latest version, 11.2.5?

Yes, there're several reasons we can't update to version 11.1.*+:

• we implemented custom IBinding, that is not posible in version 11.1 (Unsupported IBinding implementation after migration on 11.1 #16623);
• we implemented custom IDataContextProvider interface, that is also not posible in version 11.1;
• same for ITransform interface.
