Create autorefresh excel from CSV export #104

If people are using the CSV export feature, it can be a hassle to keep downloading the latest excel file every now and then.

A simple process can be used to create an excel sheet that picks up data from the CSV export URL every hour and updates the excel sheet.

This excel sheet can be given to all responding organizations and they will automatically get all the latest reports every hour.
