feat: migrate boxes to GA and Earthly #6076

This PR migrates the boxes build & test jobs from CircleCI to Earthly and Github actions.

Thoughts on using docker healthchecks instead of netcat? We'd be able to do it in one place (the aztec image) and then anyone running the image would benefit from using a fully-bootstrapped sandbox. This relies on the sandbox only binding to the port after its finished setting up (which is the case currently).

Later edit: the only caveat is if the service does not finish starting in retries * interval seconds then the entire container/docker compose stack is discarded.

Thoughts on doing this? I tried copying from +build but got a an error (can't remember what it said) so I made this new target that just exposed the fully built workspace

This makes sense to me. Earthly just requires copies to be explicit like this. We can also put in the boxes earthfile if its the only one that uses it.

I did the same thing on my branch to build docs in earthly. I called the target build-dev

All benchmarks are run on txs on the Benchmarking contract on the repository. Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.

This benchmark source data is available in JSON format on S3 here.

Good question! I think right now docker compose just fails if any of its containers fails to boot.
