feat: Allow bootstrap to work with linux + clang on ARM

Description

This adds a aarch64-linux-clang target that will be detected by bootstrap.sh if you are running on an ARM linux system. I didn't change anything related to the arm64-linux-gcc cross compilation stuff since that's a larger discussion.
