PhraseList still doesn't work for real-time speech-to-text

Describe the bug

Words in the phraselist are taken into account only when they are the only words spoken in an utterance. A soon as you use them inside a real phrase they literally never work.

It's almost the same issue as the one described in the closed issue #2119, where multiple persons have reported the malfunctioning after it has been closed. Since the closed issue didn't get any attention since the first report in May, I've thought it's maybe necessary to open a new one.

To Reproduce

1. Go to Real-time Speech to text in Speech Studio.
   Select Show advanced options, turn on Phrase list and enter some (unknown to the base model) words
2. Use microphone and utter a phrase using some of the words
3. Resulting transcription below is inaccurate since it doesn't take the PhraseList into account
4. Try again uttering only the one word at a time
5. Resulting transcription below is accurate taking the single words in the PhraseList into account

Expected behavior

Words in the phraselist should be taken into account when used inside a phrase.
