Description
Similar to #1211. Quotas are not updated when switching Batch accounts.

Instruction to repro the problem if applicable
Navigate to a batch account->pools. Manually refresh quota panel. Switch Batch accounts, then manually refresh quota panel to see new Batch account's quota.
