test: reorder E2E tests

Reason for Change:

This PR re-orders E2E tests so they go from foundational upwards, from host to container runtime to core k8s components to addons to higher order Kubernetes cluster behaviors.

Issue Fixed:

Requirements:

• uses conventional commit messages
• includes documentation
• adds unit tests
• tested upgrade from previous version
