Describe the bug
false positive for NoDuplicatePathsForScopeParameter

To Reproduce
'/{scope}/providers/Microsoft.Help/solutions/{solutionResourceName}/warmup' '/{scope}/providers/Microsoft.Help/solutions/{solutionResourceName}'

in the above 2 paths, scope parameters are marked as duplicate which is false alert

Expected behavior
They should not be marked as duplicate
