[cosmos] - Upgrade to core-rest-pipeline 1.1.0 and remove the exception from common-versions #15928

Whenever cosmos is able to, please upgrade to @azure/core-rest-pipeline 1.1.0 and remove the entry in common-versions.json

@southpolesteve @zfoster looks like the cosmos emulator has failed to start on multiple runs. Is that a known issue?

@maorleger it seems to happen occasionally, we can upgrade anytime now. The build is fixed
