StartRecognizeCustomFormsFromUriThrowsForNonExistingContent test is failing for Canary region with:

Error Message:
Azure.RequestFailedException : Could not retrieve user-provided resource.
Status: 400 (Bad Request)
ErrorCode: 1001

Changes have been deployed to prod so now we are seeing this failures in canadacentral.
