Describe the bug

We have a check to verify if the pipeline exists for the running service.
For new services, SDK automation in spec repo is always failing, such as this.
We need a way to bypass this check for new services, because the pipeline is not set yet for them during SDK automation in spec repo CI.

Expected behavior

SDK automation should not fail for new services in spec repo PR.

Actual behavior

SDK automation always fail for new services in spec repo PR.
