Is your feature request related to a problem? Please describe.
Refer to Azure/azure-sdk-for-js#7017 for details. This issue is for the same thing for Python Event Hubs

Describe the solution you'd like
Solution is in the above mentioned issue Azure/azure-sdk-for-js#7017

Describe alternatives you've considered
Introducing the concept of active processors that's independent of ownership: Azure/azure-sdk-for-js#6945
But this one is much more complex.
