New data Onboarding feature: Manually update the new ADO data field values for existing ADO artifacts

After the new onboarding automation is complete: export work items, update relevant ADO field values, import work items, and remove old picklist values in template.

1. Use ExistingSDKs and data/mgmt scope to determine values for DataExistingSDKs and MgmtExistingSDKs.
2. Update data values to the Mgmt library release type & Data plane SDK release type in exisiting Triage work items
3. Update isServiceNew field (Brownfield or Greenfield values)
4. Updated the MPSpecType & DPSpecType fields

Epic - product type

Preview Give feedback

1. Add data values for DataExistingSDKs and MgmtExistngSDKs (use ExistingSDKs, DataScope, MgmtScope in triage to determine)
2. Add data value for the isAPEX for all release plans.
3. Add data value for isAPEX for all epic-product types.
