Blocked from completing preexisting release plans due to updates to resolve gap in communication between "Request SDK" & "SDK release milestone" Power Apps #9082

Bug/issue: When this issue was resolved - #6262, there was not a way to introduce the enhancements to existing release plans where the user has already requested release of the SDKs. As a result, Service Partners who have already requested releases cannot complete the release plans. The release plan is expecting them to complete the "request SDKs" via the interim Power App and will not allow them to mark the post-release tasks as completed.

Suggested approach: Engineering mark the release plans as "Complete" in dataverse and Azure Devops release plan state as "Finished". I will add impacted release plan details to list below.
