Redeployment of an idempotent APIM takes a long time

I have a Bicep module that deploys an APIM service. While it's acceptable that the initial deployment takes 30-50 minutes, why does each subsequent deployment also take 30 minutes?

Ah, yes. The fated APIM deployment. It's been like this for yonks. Would love to know why too.

I managed to reduce the deployment time to a few minutes by specifying all properties, even those with default values. For example, I added natGatewayState: 'Disabled' even though Disabled is the default value and is the value I want.

When I want to add a managed identity, I first retrieve the existing APIM and pass properties, SKU and tags to a submodule. The submodule merge the new value with the parameters. This approach works, but it introduces a race condition issue.
