What config.toml owner/group id should be used #131

I do not know yet if it is a bug, but definitely should be discussed.

Right now this aziotd.inc installs config.toml.template from which a user shall produce his own configuration file but question is whit what UID/GID shall it be, because for the moment we do not know and I suspect that with iotedge:iotedge is this the correct one?
