Why I did it
I needed an image with debug symbols for Innovium, but couldn't build one.

Looked at other platforms, made it work the same way.
How to verify it
Build with the CI templates with
dbg_image: yes.Which release branch to backport (provide reason below if selected)
Reason: It is likely a good thing to be able to build these debug images for older releases as well.
