Virtual Machine resources not released after vagrant halt

Steps to reproduce:

1. Create machine via vagrant up.
2. Run vagrant halt.
3. Open Azure Portal and check the machine status

Expected result:
Machine status is deallocated

Actual outcome:
The machine status is "Stopped (still incurring compute charges)"

Still the same behaviour. Is this the explected behaviour?
