Set the log_url on the https://<app_name>.scm.azurewebsites.net/api/deployments/{id} request made by this action to the GitHub run.

Right now it sets it to https://<app-service-name>.scm.azurewebsites.net/api/deployments/latest/log most recent log history. Which isn't helpful.

Then output it so it can be reference by other actions.
