Is your feature request related to a problem? Please describe.
Rotating certificates is error prone. We'd want to enable services without certificates.

Describe the solution you'd like
When providing the user assigned managed identity but no certificate and no client secret, leverage MSI to get a signed assertion

Would not be prod ready - just to investigate and move scenarios forward.

Only testable when deployed with MSI and with specific configuration
