'Policy Reminder' triggered despite no new policies

The policy reminder showed up at the end of a turn despite not having any new policies. This happened in a game where all civics had been researched prior to this turn and only after iterating on 'Future Civic' for quite a few times. More so, this only seemed to happen on the specific turn for the attached save file, and it did not occur again despite iterating on 'Future Civic' for the rest of the game.
