Incorporate Resistance Prediction Adjustment

We've found that the direct resistance predictions from tbprofiler aren't meeting our operational needs.

Add a "Resistance Prediction Adjustment" process downstream of tbprofiler that can look at the detected mutations, incorporate additional information from the WHO Mutation Catalogue along with other custom criteria to arrive at an adjusted resistance prediction that meets our operational requirements.
