dcc-ops/common/base.yml defines the core-config-gen container with "restart: always", but @caaespin and I have both noticed that it doesn't come up after restart sometimes. Running docker start core-config-gen brings it back up and restores the system to normal function, but it should be happening automatically. If I come across it again I'll add a stack trace.

tldr; dcc-ops/common should survive a restart
