Add Gaia Alerts to Catalog Search

The code for parsing Gaia Alerts file is in BHTOM2. We store the alerts.csv file in cache, as it changes only every couple of days.

Not urgent at all. So far, we have it functioning in BHTOM2. Since we have not yet defined the timeline for BHTOM3, there is no strict time frame for this issue. That's why I labelled it as an enhancement.
