No options for manifestations?

Expected:
There should be options for skaven and universal manifestations

Additional Info:
Manifestations are allowed in the Ravaged coast setting, and take up a slot in the spell book

Working on this - spells in general for Ravaged Coast are a WIP, because the entire back-end of spells needs to be redone since you can take them from other factions.
