Currently in ADMIN > PLUGINS, users can upload or delete plugins, but it is impossible to download a gem from COSMOS.

A "Download Plugin" button next to "Edit Plugin Details", "Upgrade Plugin" and "Delete plugin" buttons in the admin interface.
