How do I make Privaxy to listen to all IPs other than 127.0.0.1 on Windows?

I've installed Privaxy on my PC to see how effective it is at blocking ads on Youtube (it seems to block the sponsored popups on the page but video ads still play).

I'm trying to connect my phone to the proxy server by typing in my PC's IP and server port number, but it doesn't work despite having all relevant firewall configurations in place.

There is also another post of someone complaining about the same issue, and someone said for them to remove the localhost part from the config file, apart from the fact on Windows 10 I cannot find this config file, so if anyone can help in this case then that will be appreciated. Thanks!
