Is it possible to sync changes bi-directionally between 2 repos from one of the repo instead of having to create a sync workflow in each repo

The reason I'm looking for this solution is that:

1. GH_PAT only need to be set in the relatively more "secure" repo without exposing it to the repo that is designed to be more open and less secure.
2. the sync workflow will be controlled from a single point without duplicate settings to the other repo.

Possible solution:

perhaps set up webhook to trigger workflow by the other repo's commits push activities?
