For some cifs, the twotheta values are not present as a twotheta key and a corresponding column. Instead, they have to be calculated from min, max, and inc. This should be implemented in cif_read() in cif_io.py.

For some cifs, the length of the calculated twotheta array will be off of that of the intensity with +/-1 entry. Work around this to include more cifs.
