I don't know where /github/home/.docker/config.json is (on GitHub? On DockerHub?, in the Docker container itself?) I assume the latter, but can't actually find it.

@jmacdon, the /github/home exists on the github actions builder. It is not persisted into the docker container, or persisted at all for that matter. I think we can safely ignore these warnings. To be sure, we can post to the owner of that step in the actions.
