Locale redirect doesn't work for IE9 in compatibility mode (which is forced on intranet websites) #1613

Redirect to locale version off app won't work because of IE8 shim failing in compatibility mode in IE.

Reproduce:

add your app into list of intranet websites
load default app url in IE 9
page redirects to /appname/login/
see javascript error in console.
