Linux: should warn if the user doesn't have permission to use serial port #150

Steps to reproduce:

  1. Run patternpaint as regular user on fresh ubuntu install
  2. Plug in blinkytape

What happens: PatternPaint does not connect to tape, but shows the tape as available in the system info window

What should happen: PatternPaint connects to tape, or explains what the user needs to do to access the tape.
