There are install images (the Debian image for sure) which leave a node without a functioning serial console after installation. Serial console can be enabled after install, but it should be set by openstack during the deploy.

@skanthed can you take a look when you have a moment? I think Eric mentioned that the image is missing a kernel parameter that would auto-enable the serial console.
