High GPU loads even when inactive #532

Expected behavior

When users don't interact with Cate Desktop and there are no processing tasks, CPU and GPU loads caused by the application should be close to zero.

Actual behavior

Even if Cate Desktop is inactive, users observe GPU loads of 15% up to 40%. Note, this is problematic only if other other applications require the GPU as well.

Cate Desktop 1.0.0 and 2.0.0.dev1, Windows 10

It seems to be caused by the 3D globe view (Cesium). If the view is closed, GPU loads go down. See here: https://cesium.com/blog/2018/01/24/cesium-scene-rendering-performance/
