The list of schools or other dropdowns are not displayed in order (eg. French word with e with accents are placed at the bottom) - this is an issue in local but not dev or prod.

I am still looking into. My suspicion is something to do with how the data is being seeded. I will confirm it and let you know. There is a chance we might have to remove the deleted code for putting the items in order because the issue will come up again in prod
