[BUG] Handle bad response on audit daemon #143

When the audit daemon is querying the failed, expired and stale Work objects from buckets, sometimes it gets a 503 response:

workflow_audit.1.tw53mqrktbgj@frb-analysis3    | requests.exceptions.HTTPError: 503 Server Error: Service Unavailable for url: http://frb-vsop.chime:8004/audit/stale/7.0

This causes audit daemon service to restart everytime a response like this is encountered.
