Support sending ctrl/alt/etc for soft-keyboard supporting them

What steps will reproduce the problem?
1. Install a "full keyboard" such as Hacker's Keyboard
2. Connect to the server
3. See how ctrl/alt/f-buttons etc are not affecting the server side.

What is the expected output?
The keys should have had an effect on the server side.

What do you see instead?
Nothing happened

What version of the product are you using?
1.4

On what operating system?
ICS 4.0.3 on SGS2

New data:
Using Wireshark, I see that clicking the fn buttons (F1, pgup, etc) on the 
keyboard send packets, but they don't seem to get handled on the server side.
