[New Feature] App for managing known issues #199

An issue-tracker like app, which should allow:

Creating new issues
Editing/Deleting existing issues
Closing open issues
Having a conversation (comments?) under each issue

No existing django apps were not found to be maintained, so a new one might have to be made from scratch
