DATS Editor: Date pickers should allow shortcut to change year. Dates should also follow ISO-8601 standard. #557

There's a lot of clicking to do currently if I want to pick a date in 2010, because calendar popup also defaults to date of the day.

While I agree that this is not very clear, at least for the short term you can change the year by clicking the year in the header of the date picker (see attached picture). We can adjust the date to render following the ISO-8601 standard, I'll make that adjustment.
