EEGNet is wondering if CONP portal tool licenses might be available / retrievable from somewhere.
This might begin with requiring license specification in the Boutiques/zenodo entry, since Zenodo currently puts CC-4.0 on all entries (@patrick thinks this could and should be overridden with manual input in zenodo iirc). the CONP portal therefore doesn't have a

e.g. DTIFit should be governed by nipype's Apache 2 license -- not zenodo's default cc-4.0 license
