這兩個環境好像怪怪的，需要研究一下為何會這樣。
或許有些 iframe 或是 image 從網路上拿還是會 trigger 網頁從網路載入以及那個「Turn on Wifi」的對話？

PS 測試兩分鐘的結論是 Mobile Safari 比 iOS standalone web app 正常很多很多 = =

如果真的解不掉就要考慮拿掉 full screen app 的 <meta> 了
