Add tooling and documentation to automate the setup of the cdsp Mongo Atlas environment with Playground specific a) configuration and b) data

For all the user specific things like api tokens etc a cdsl specific short documentation would be very helpful and would make life a lot easier to set up everything and get it running.

Arnaldo has left MongoDB. Assigned issue to Christian temporarily until it becomes clear who in MongoDB will take this up.
