panfishchum bug not detecting failed upload

There was a curious problem. It looks like the upload to comet_shadow.q cluster failed, but it was not removed from list of clusters to submit to. I don't have proof, but my hunch is when a cluster doesn't authenticate and instead hangs on the password prompt panfishchum doesn't properly remove the cluster from the list of clusters to run jobs on.
